It is shown, that the all-particle spectrum of galactic cosmic rays (䝃利
(GCR), obtained by summarizing all the spectrum components in the energy range 0.1(103 TeV is qualitatively different from the all-particle spectrum which was directly measured in three different experiments.
In this preprint we discuss several reasons which could cause such discrepancies.
